You ask what is that? Simply: a new privacy regulation.
It’s EU based, so how does it affect me? Answer: If anyone from the EU can visit your site, it applies.
DON’T PANIC!
WordPress is already looking at a Core update to help with compliance as well as most plug-in developers.

So, if you took a look at the Codelight Plug-in Framework, that is pretty much what WordPress is looking at incorporating by default into the next Core update.
I am currently educating myself on all of this and it seems daunting but so far I think for us ‘small potatoes’ we are pretty simple in the info that our websites & plug-ins use. Just remember, I’m not a legal expert and if you have any concerns over legality of your website to consult a lawyer.
